About the Role
The Project Officer will support the effective day-to-day implementation of the EU-funded action, ensuring timely delivery of activities, accurate documentation, and compliance with EU grant contract requirements. The role focuses on operational coordination, field support, monitoring, and reporting assistance for women-focused specialty coffee activities.
Port Moresby, Papua New Guinea, with travel to project implementation sites as required. A workstation will be provided at the SCAPNG office, with flexible work arrangements subject to operational needs.
Reporting Lines:
The Project Officer will report to the Project Manager (Individual Consultant) and functionally to the Director, SCAPNG.
The Project Officer shall:
1 Support coordination and scheduling of project activities and training programmes.
2 Assist in implementation of skills development and capacity building activities for women entrepreneurs in specialty coffee.
3 Maintain accurate project records, participant lists, attendance sheets, and activity documentation.
4 Support monitoring, data collection, and tracking of project indicators.
5 Assist with preparation of narrative and financial report inputs for EU submissions.
6 Support EU visibility and communication requirements, including documentation of activities and branding.
7 Liaise with beneficiaries, partners, trainers, service providers, and stakeholders.
8 Support logistical arrangements for workshops, meetings, and field missions.
9 Perform any other duties reasonably assigned within the scope of the project.

• Updated activity schedules and implementation support

KEY PERFORMANCE INDICATORS (KPIs)
The Project Officer’s performance shall be reviewed bi-annually against the following KPIs:
*Implementation & Support - Timely support to planned project activities (≥90% delivered as scheduled) - Effective logistical and field coordination with minimal disruptions.
*Reporting & Documentation - Accurate and complete activity documentation submitted on time - Quality inputs to EU narrative and financial reports (no material corrections required)
*Compliance & EU Visibility - Full compliance with EU visibility and branding requirements - No adverse findings related to documentation or conduct.
*Stakeholder Engagement - Effective coordination with beneficiaries, partners, and service providers - Positive feedback from Project Manager and SCAPNG management
Failure to meet KPIs may result in corrective action in line with SCAPNG performance management procedures.
Requirements
Required Qualifications and Experience
· Diploma or Bachelor’s degree in project management, development studies, agribusiness, business administration, or related field
· Minimum 3–5 years’ experience supporting donor-funded or development projects
· Experience working with women’s economic empowerment or community-based programmes is an advantage
· Familiarity with EU-funded projects, donor compliance, and reporting requirements is an asset
· Strong organisational, communication, and reporting skills
